On 28 June 2002, the Minister of Education of the Russian Federation issued Order 2482, which contains Regulations to the Federal Law on the State Data Bank for Children Left without Parental Care that came into effect on 19 October 2001. The major change this order has introduced is that all accredited foreign adoption agencies are now granted access to the State Data Bank.
Representatives of accredited agencies now have the right to submit applications for adoption on behalf of adoptive parents. They will receive initial basic information about the child, and subsequent more detailed information regarding the child identified for the prospective parents. The agencies will perform their full range of duties as stipulated by their licenses. Please note that the Regulations also specify that once the child is identified, prospective parents must come to meet the child in person within 20 days. If they fail to do so without a good reason, the child may be proposed to some other family awaiting matching. If prospective parents are unable to show up in person for a good reason (e.g. illness, business trip, etc), this reason must be explained in writing and conveyed to the Regional Operator (local child welfare authorities) through their adoption agent.
This explanation must be provided before the 20 day period has elapsed. In view of the tight time limit for the family to make a decision, it is important that your agency ensures that you have adequate time to consider the child proposal, consult with your approved adoption practitioner and pediatricians, etc. It is essential that families and their practitioners have advanced notice of an impending proposal, and that the proposal information is faxed to the practitioner immediately for presentation to the family. Also, despite the timeframes, it will be important for your agency to give you "space" to make sure that you are really comfortable with the proposal and have had an opportunity to have any concern addressed.
